A sealed prosecution memo depicts Jeffrey Epstein’s sex trafficking operation as a calculated pyramid scheme of sexual exploitation, systematically leveraging minor victims to recruit new girls, according to documents released earlier this year.
The June 11, 2019, memorandum from the U.S. Southern District Court of New York, labeled “privileged and confidential,” outlines the hierarchical structure of the ring. It relied on females, including victims, to act as recruiters, creating a self-perpetuating cycle of abuse.
“Epstein essentially operated a pyramid scheme of sexual exploitation, victimizing minor girls who were brought to his homes to give Epstein erotic ‘massages,’ in exchange for hundreds of dollars and then paying those individuals to recruit additional minor victims,” the memo stated. “Once the victims were alone with Epstein, the ‘massages’ became increasingly sexual.”
The document specifies that the minor females ranged from approximately 14 to 17 years old at the onset of abuse, with most being 15 or 16 when recruited. Victims and recruiters were typically paid $300 and $200 in cash per visit in New York and Florida, respectively.
The memo identifies one of Epstein’s longtime assistants, Lesley Groff, as an individual who allegedly helped facilitate meetings. Groff’s name appears in the Department of Justice‘s Epstein Files more than 157,000 times. She has not been charged with any crimes.
As noted by BrightU.AI‘s Enoch, the Epstein Files are documents, including flight logs and contact lists, that detail the activities and associates of financier Jeffrey Epstein. A whistleblower has alleged that thousands of these files are being concealed, which could implicate high-ranking officials and obstruct justice.”
Groff’s attorney, Michael Bachner, told NewsNation, “As an executive assistant to Epstein, Lesley worked as part of a professional staff. The fact that the U.S. Attorney’s Office did not prosecute Lesley, after she voluntarily spoke with them, answering every question posed of her, demonstrates clearly that she had no criminal involvement with Epstein.”
The document details how the scheme functioned: “In order to maintain a steady stream of underage girls to perform sexual acts, Epstein also directed others, including some of his victims, to recruit other minor girls. Some victims brought just one or two friends, while others became prolific recruiters, bringing Epstein dozens of other girls.”
A member of Congress who has seen unredacted files confirmed to NewsNation that the majority of Epstein’s co-conspirators in the minor female sex trafficking ring were women, many of whom were initially trafficked themselves.
An internal FBI email from 2019 showed how victims would recruit and train others. It describes one redacted individual who worked as Epstein’s personal assistant, arranging appointments and calling victims to supply new girls. Another unnamed person was tasked with instructing girls how to recruit, running background checks on new girls and allegedly removing evidence from Epstein’s Florida home prior to law enforcement searches.
While Epstein’s former girlfriend, Ghislaine Maxwell, is the only co-conspirator formally charged and convicted (she is serving a 20-year sentence), the memo lists secondary co-conspirators as billionaire Les Wexner and former modeling agent Jean Luc Brunel. Wexner has denied wrongdoing and has not been charged. Brunel was charged in France and died by suicide in 2022.
Forensic nurse expert Rachel Fischer, specializing in anti-trafficking, explained the model’s predatory efficiency. “The pyramid model described in the filing leverages all of these dynamics simultaneously: youth, financial vulnerability, peer trust, gradual sexual escalation and layered insulation of the primary offender,” Fischer said. “It is engineered to multiply victims while minimizing exposure at the top.”
She emphasized the context for understanding recruiters who were also minors: “Developmental vulnerability, financial exploitation, psychological conditioning and power asymmetry must all be considered in understanding how such systems sustain themselves.”
The memo provides a stark, official blueprint of the exploitation network, framing it not as isolated abuse but as a structured, replicating scheme built on the systematic betrayal of vulnerable minors.
